There is a network issue with one of the datacenter's upstreams that is causing up to 90% packet loss. This affects both the Tor service and the clearnet. There's nothing I can do about this, and it will not be fixed until tomorrow because of MLK Jr Day.

I am rebooting the server to rule out a temporary misconfiguration as being the source of packet loss.
